Is there a cheap option that works? I'm advising a friend to just buy a 24" monitor, but he's wondering if he can display videos on his PC using the old CRT with the right cable.

Unless the video card supports TV out already you'll need a box similar to this, I think:

I've had one of these boxes for over ten years...still comes in handy from time to time. The videos will look great (normal), but any text (i.e. web browsers) not so much, although navigable and any video within the browser will look fine.
