Found five seeders using
btjunkieand the files are listed as containing the English subtitles. It won't be a fast download but it is there if you want.
You'll need a player if you don't have one for bitorrents. I found
Miro to work well.
and after reading that story, I going to download Ni Liv for myself.

A lot of DVD players can be made region free. We did this a few years ago with one we had after living in France for a year.
Then you need to make sure that you've got the NTSC/PAL issues covered...
I don't think multi-system DVD players are common in the US. Here's one source:

However, I am not sure the multi-system DVD players are necessarily able to convert PAL to NTSC to work on a US TV. If you are interested in this option do some googling. You might find that the DVD player you have now will work if the firmware is updated.
Here is one list of DVD players which can convert from PAL to NTSC:

Note that a Mac can play PAL video. That's probably the best option. You can switch regions 5 times on a Mac. With our old iBooks we found a utility which allowed an unlimited number of switches. I don't know where that falls out on current models. One set of instructions in Yip Yip's post here:

You can then use Region X to reset the region for the DVD you want to play.

Good luck.

Downloading now. My Mother's Aunt and Uncle (both in the Norwegian Underground) escaped after being captured by the Germans. They took an open 6 or 7 meter fishing boat from the western coast of Norway to England as they would have been executed if they were caught. Her Uncle was 15 at the time. When they arrived in England, he joined the RAF and was sent to Little Norway in Canada. He was trained as a Spitfire pilot. Fortunately (or unfortunately) for him, the war ended before he was old enough to be sent off to fight. My Grandmother (their sister) always teased her brother about his driving habits until someone reminded her that he learned to fly before learning how to drive a car. One of my other Uncle's played a major role in the raid on Telemark and was one of the most decorated civilian war heroes in Norway. Unfortunately, I don't think that they or their children have recorded their tales.

VLC can be used to play DVDs. It ignores region coding and will play PAL.

VLC used to work fine, but in recent years it has had a problem.
Apparently the Matsushita DVD drives in current Macs check for region code even if the disk is being read as a data disk (which is how VLC does it). As a result, VLC can't get around the region coding if the Mac has a recent Matsushita drive. Don't know about other brands of drives, or whether Apple has non-Matsushita drives in some Macs. If the drive itself is checking for region coding the only option is to replace the firmware if you want unlimited access to DVDs from different regions.
