I actually like the Tab 4 better than the old mini. Side by side apps is a pretty awesome feature. Even with the $100 off, Tab 4 is probably a bit cheaper still. However, Mini likely has better battery life.

iPad Mini 16GB Wifi- ~$200.
The Cellular/GPS ones are ~$330, which is rather a lot for just the worthy GPS capabilities, but it is still $100 off.

Quite a few of the big retailers have been selling the bottom-of-the-line Mini for $199. It's obviously a closeout sale.
