Can you fix a 4K TV to play everything as standard definition to save data?

When I stream from AMZ Prime, I have a choice- sometimes.

Because of my poor troughput, AMZ sometimes tells me 'You can't handle the UHD!'

Or sometimes the HD for that matter.
