Something similar happened to my brother on Sprint.
All that he wanted was a new phone with the same phone number as the old one, which fell apart. (It was one of those POC Samsungs.)
They transferred the wrong number to his new phone.
Then they told him that for technical reasons they couldn't deploy two phone numbers to the same phone in the space of x-weeks so they sent him a second phone.
Then they charged him for two accounts.
In attempting to resolve it, they canceled his plan and "accidentally" put him on a family plan with a 5 year contract.
Eventually, he got them to knock it down to a 2 year contract and somewhat favorable terms... but they wouldn't take him off the family plan without charging him a huge cancellation fee for one of the phones even though he insisted that he never requested a second phone or a family plan.
Ultimately, he arranged a barter deal with one of his friends for the second phone. He pays for both phones and his friend does odd jobs for him.
