Try E6800 UV stabilized adhesive. Just because you can.

We have a local shoe repair shop that uses some sort of industrial glue that you cannot buy off the shelf. It costs under $10 to have them fix it, I send all my work over there.

Another vote for Barge cement. That's what shoe repairers use, though it could depend on the materials.

Clean with acetone. You want something that will dissolve a very thin layer off the materials so the surfaces are fresh. Water or alcohol don't do that.
