Thanks brotha ;-) . I'm peeved something like this could happen. I consider (perhaps falsely) myself to be a seasoned seller. This particular buyer had zero feedback, and I'm aware of all the grumbling about zero feedback buyers. But I've had a hundred or so zero feedback buyers without a problem from any of them.
I just checked with the USPS and confirmed that there is no signature confirmation offered on international shipments (other than the customs forms...which I somehow assumed was enough). I also spoke to someone one at PayPal in order to get a 'warm fuzzy' about what might happen. He said that usually the tracking number is enough and in almost all cases they will cover me (though it might take a while). Apparently I found out though that the tracking number does not tell them the shipping address (somehow I assumed it would), but that does not matter to PayPal (the rep said that as long as it shows it "Delivered Abroad" it was enough). Well I feel a little better now. Hopefuly like Dick said, PayPal will take care of me.

No, I didn't think about that. Looks like an apartment complex (on Rue Éricka).
In retrospect, I'm considering FedEx for high dollar items (that attract scammers). A couple of weeks ago while dropping off some domestic shipments, I mentioned to my FedEx guys that I've been shipping a lot overseas. To my surprise they said they're cheaper than the USPS (could've sworn the last time I checked they weren't), and asked me to call my account rep. Might have to look into that seriously.

I recently put 3 lenses on eBay and even though I offered international shipping, I found myself annoyed when every winner was overseas.
I didn't check FedEx, but UPS was FAR more expensive than USPS. I had added a handling fee to int'l shipments but even so it didn't seem to cover the extra time to print customs forms and physically go to the PO, rather than just set them outside my door for the postman. France, Poland and Russia. Russia bidder had only 2 feedbacks so I won't be surprised if there's some kind of issue. FWIW, even though I'm quite aware that much of the Russian Federation is West of the Ural mountain range, I hadn't figured on Russia being allowed when I checked "Europe" as a ship-to region. A cultural paradigm of mine, I guess.
