Vinegar and baking soda to deep-clean the cement and neutralize the odor.

Cover the concrete with baking soda and let it sit for a few days (make sure it's not going to rain!), then use a wire brush and white vinegar (cheap by the gallon) to scrub it clean. Finally, wash the mess away with plain water.

I will apply this technique to the small area of the yard where he does his business then train him to do it somewhere else far away from the neighbor's bedroom window.
