A better question might be what are the Dems doing? At least the Reps have submitted a budget proposal. I think the Dems are content to sit back, do nothing, and just shoot the Reps down.

This is how the federal budget process works:
It's the White House that first submits a budget proposal. The House then takes that and reports on it and amends it, then sends it to the Senate.
