It's not just about elevating backup generators - e.g., here in the U.S. regulators realized that boiling water reactors (BWRs) needed additional safety upgrades, and so those happened, starting in the 1970s.

In Japan, they chose not to implement those upgrades, apparently in favor of producing "Why Mr Nuclear Power is Your Friend" cartoons instead.

TEPCO has not been a very responsible nuclear plant operator.
