Actually, there was a court ruling that copy and paste of an entire article was illegal, however, the their isn't really a way to enforce or really anything in place to give the applicable law(s) any teeth.

They considered it plagarization. If you get permission, and cite the origin you are OK. No one ever gets permission to repost, even if they do give credit to the original author/publication and link to the original.

I say if you post an article on another website then yes, you are probably going to limit traffic to the original website, even if you post the link. But, besides possibly preventing some ad revenue from going to the original site, you are also preventing the expenses of hosting the article in the first place.
Like a toll road, if you don't drive on it you don't need to pay for it. Sort of.

even citing it isn't enough if you do a cut and paste. you need permission AFAIK.
