I replaced our white 2006 iMac in early 2016 with the base 2011 21.5" iMac, around $400 off ebay (complete with KB/mouse/original box)

Since it has 4 RAM slots I added two 2GB sticks (leftover from a MBP upgrade) for 8GB total.

Testing it, even with "only" USB 2 it works well with an external SSD.

Plus it runs 10.6 through 10.12.
