Sorry to be difficult folks

Not at all.

I have a feel for the word you're looking for, suggesting machinations behind the scene, not only giving plausible deniability, but 'allowing' subjects to think it was their own idea, instead of the calculated result of careful planning.

The very word will occur to me one night, in my sleep, and I'll bolt upright, dashing to the computer, only fo find it's already been posted.

So I'll have some ice cream.

Orchestrate would be a candidate, except it's often used referencing non-violent scenarios.

Language is fluid.

New word - orchescite. Sounds like some kind of insect, though.

This isn't an exact match to your situation, and it's not a verb, but "stochastic terrorism" is a term often used to describe what ISIS does, and (to a lesser, more implicit degree) what a certain orange idiot does. You publicly call for people to commit violence for your cause, identifying enemies or tactics, expecting that that seed will land on some fertile mental ground somewhere.

"Who will rid me of this turbulent priest?" is the most famous literary example.

I’m trying to construct a scenario where this word would apply. One where violence is never mentioned or referred to directly or indirectly, but the idea for violence is fostered.

This?

‘Every good faith effort to negotiate we’ve tried has been flatly rejected, and now the situation is nearing the point of no return, with catastrophic results that in all likelihood will be irreversible. At this point, the options available to us have run out, but something has to be done.’
