Pretty much every state has a traffic law on the books that says "slower traffic keep right," and for good reason. Drivers in the fast lane wouldn't have to swerve around slower drivers in that (or any) lane if that law were followed.
If the speed limit is 65 and you are traveling 65 in the fast lane and the driver in front of you is traveling 60, he constitutes a traffic hazard and is legally obligated to move over. End of story.

i drive 70 miles one way to my office a couple of days a week -- i would LOVE to set my cruise control at about 72-75 and just sit in the middle lane (3 lanes most of the way) and never move
but i end up "weaving" into the left lane to pass someone going 63 a lot -- and thats fine, you go 63 in the middle land all day -- but then i have to "weave" back to pass the person in the left lane going 66, sigh
so i do a lot of "weaving" due to slower drivers
and it wouldnt matter if i was doing 65, outcome would still be the same

I guess it never occurred to you to actually obey the posted speed limit. Or, more realistically, drive within a few miles per hour of it. And leave a few minutes earlier to account for the minimal amount of time you'll save by speeding. (Or so I learned in defensive driving class).

Washington state law says it is illegal to drive 20 mph slower than the posted limit. if someone is doing 60 in a 60 and is blocking traffic, not exactly against the law in this state.

ok, so change it to 65 =)
so i come up behind a guy doing 55 in the middle lane, change to left lane and find a guy doing 60, so then im 'weaving' back to the middle...
its all relative =)
