There is a bidder/buyer block list. Add the person's eBay ID to your blocked list. She will not be able to bid on your stuff.

As to $10,000 on eBay, there are much more secure—and cheaper—methods of payment than Paypal. Especially for $10K. A check can be sent securely, and tracked in mail or FedEx or UPS. I'd suggest a cashier's check from a known US bank; or have the money wired directly to your account.
