Probably because emission standards continue to increase. Most foreign cars are not engineered to meet US emission standards, but international fuel economy expectations/standards. The last car I had was designed for Europe. There it gets about 28MPG on the highway. In the US, they added a second catalytic converter to meet emission standards. That drops the MPG from 28 to 21.
I call BS on that. Probably very different testing parameters and many changes, not just a catalytic converter. The addition of a catalytic converter would not drop the mileage by 25%.
