Strange take on that. When I hear it used it's by someone admitting they screwed up and taking responsibility.
On this, we concur.
Almost every time I have heard "my bad" used it was with the attitude of "it was no big deal". So if they were taking responsibility, it was in a very diffident manner, as if it should not matter anyways.
