Using the speech center of the brain can take more attention than just using the motor control centers needed to type. In addition, you would have to monitor the speech to text conversion, an additional distraction.
In any case, texting using whichever method of entry is a distraction from driving. The methods only are being reported as to the relative value as one being worse than the other. The ad did not say it was "safer", that is your interpretation.
