Only go to Catalina if you are sure you have no 32 bit software that is important to you. Mojave is the last OS that can run those programs. So your next question is how to tell 32 bit apps from 64 bit versions. You need to install an OS first and then restore your backup. Get that far and we’ll talk.

I upgraded to 10.13.6 which I thought was the version of my TM backup - but I just tried to use migration assistant to restore from my TM backup but it said something along the lines of "This source contains a newer release of macOS. Your Mac requires an upgrade before you can migrate from this source." So what do I do now?

stopped using TM some years ago after several odd issues.
Last time I did, I drug & dropped instead MA as MA was dragging its arse.

1. Do NOT go to Catalina. :-)

2. Possible that you were running Mojave and didn't realize it?

3. Are you willing to go to macOS 10.14 Mojave?

The Mojave installer is here:

yeah I think it may have been Mojave. I found the installer and am installing it now. I also read on an Apple support forum that Mojave upgrade is required if I am getting the message I got about my TM restore.
