This sounds like snake oil.
Considering lasers are used to remove hair, it seems unlikely they'd be used to grow hair.
It does seem like using low-powered lasers for hair growth is a thing.
Whether or not it's success is a thing, I dunno.
I'd like to see the science that supports this application.
Maybe it warms and awakens sleepy follicles, lol?
Otherwise, it would be truly sad to see Costco hawking snake oil.
They probably sell laser hair removal kit as well.

Research has shown that red light therapy stimulates hair follicles to grow hair. So it isn't really a laser, rather LED lights of a specific frequency. However, whether this product is worth the price is another question.

I gave up and started shaving my head 20 years ago. I always used to say that if I won the lottery, I'd get hair replacement surgery. At this point, I wouldn't.

They do work, however it's like any hair growth method (short of replacement surgery), results vary and none of them will give you a full head of hair.
