I attended some Karass (http://www.karrass.com) buying/negotiation management seminars in Chicago (with the NOW Mayor Daily having a campaign luncheon next door, too) a few years back. And they said to go around and negotiate EVERYTHING...just to see how price-flexible people can be.
Pretty cool class, really, for an IT guy. But, hey, regulated utilities can afford it on YOUR DIME!
