How do you deal with an "employee" who never returns your calls?

I would say a few "sweeties" and "huns" in there to soften the tone couldn't hurt.
You could also express concern, e.g. whether the person is going through a tough time and needs any sort of emotional or financial support, and mention the plate of fresh-baked chocolate chip cookies you've been trying to bring by. And subtly hinting that you know about her and "you-know-who" couldn't hurt.

Sacrifice a goat on her lawn...

THEN send her cookies.

That will confuse, and scare, the crap out of her.

She'll be much more compliant and helpful.

I forgot-- every third message, do one of those things where you don't seem to realize it's an answering machine. Hello? Hello? He-LOOOO! But make sure they know it's you.

Does she have a fax machine? Just start sending page after page of SOLID BLACK. See what happens.

not to be the bad guy but this is something you should have handled with YOUR landlord before they left. She does not have to deal with you, she does have to deal with the landlord. She is far from your employee and that point of view could be why you are getting ignored.
