Windows Vista Home Ed on a Dell desktop belongs to an uncle-in-law, who lives 3 hours away. All the settings checked out. I suspected it might be the anti-virus and/or the firewall that are blocking internet access. What do you think?

Edit: If he is getting the "connected, with limited or local only" its probably DNS server causing problems.
I already helped him delete and renew IP address. No go.

More info needed. Has he tried to connect via ethernet to the DSL/Cable modem? Are other computers able to connect? Standard Windows firewall? Recent virus or spyware activity?

His Dell desktop's connection is a wired DSL. His Mac and his wife's Windows 7's are wireless and they both are working just fine.
I already send him an email via his wife to temporarily unhook the ethernet cable from the modem, deactivate Norton and Windows firewall, reboot the system then hook up the ethernet cable and try to connect to the internet.
