I have to go along with those who question your sanity. If you were my neighbor, I think I'd be checking with the local authorities to see if you were breaking any laws - and hoping the answer was yes.
How much research did you do on this subject before you started buying up lights? A quick Google search reveals what you're doing might have some unintended negative consequences.
