There are very few beaches in the keys. It's mostly rocky shoreline. And Key West, where there are a couple of small sand beaches, is not cheap.
I was in Naples, FL recently (we have a condo there) and while the weather can be nice, I thought the water was just starting to get a little chilly for my tastes. Of course, if you're coming from the north, 75 degree water may not be chilly to you. However, Naples ain't cheap either. If you like calm, warmer water, I'd look in St Pete, Clearwater, or even Sarasota area. If you're more into waves, somewhere like Vero Beach is relatively inexpensive.
