The studios also have HBO et al to keep happy. They too want their exclusive window of opportunity.

That's what RedBox was doing, and didn't want to anymore. Also, they caught heat from Warner and others for doing so. It's not always about "what's legal" when Hollywood wants you to stop doing something, and your pockets aren't as deep as theirs.
