Not sure about USB.

Ratoc also makes/made SCSI to USB2 adapters. Adaptec also made them, discontinued now, but some places still have stock. However, you would need to have the drive in a case, these adapters do not have power to run the drive. Prices run in the $60-$100+ range, though one used Adaptec adapter does show up on Amazon for $17.

Best bet is as suggested, booting the 7300 and transferring over a network. If the PS is good, about the only thing you might need is a new PRAM/clock battery. If the 7300 is definitely dead, find someone with an older Mac with SCSI available.
