It looks like VLC will open mts files. Kind of makes sense considering the nature of the VideoLAN project. Its rather clunky to use but if it does open an mts file it will transcode it.

Toast 10 and Final Cut Pro are listed too.
I checked to see if MPEG Streamclip would, but mts is not listed as a supported input format.
