The PS3 and Wii require that you get a disc from Sony or Nintendo respectively which you have to load first. Access to streaming content is currently included in Netflix's regular monthly rental fee at no additional charge.
Netflix's DVD rental model is that you can have some number of rentals out at one time (typically 2 or 3 titles) and as soon as you return one they send you the next one on the list you set up with them. They have local distribution set up around the country, so turnaround is typically only 2-3 days (at least in major metro areas). They charge a fixed monthly fee based on the number of DVDs you can have out at one time. You can watch as many as you want during the month, within the limits of the turnaround for returning the ones you've watched.
As far as I know there are no limits on the number of streaming videos you can watch during a month.
