Moneygram.. Just like Western Union and far cheaper. I've used it for years.
You can do it from your computer or any Wal-Mart (which is cheaper, $10 for up to $999). Easiest way is if he has a trusted friend or family member (assuming he can't get out of the house) who can pick it up for him. In the UK, Moneygram is at most post office locations.
You will need the full name of the person picking it up - ideally off of there national ID card or passport. Then they can use the same document as ID when they pick it up.
