I think it's a much harder thing to do right that they anticipated, and typical of Apple, they want to make sure it REALLY REALLY works before they roll it out. Remember - this is where they make a LOT of their cash, so fiddling with success is always dicey (even when 'success' is as crappy as the iTS is right now).
