It's illegal to smoke pot in public, so the 25 foot rule that applies to cigarette smoking outside public places is irrelevant to pot. You should not be encountering public pot smoking any more than you do now (and I would add that in Seattle I almost never see anyone smoking pot in public)

I think people are confusing the old Seattle rules, where pot enforcement was "low priority" for police, with new laws just now going into effect.
