No, Carm is correct. Or at least he was at one time. Verizon definitely used to allow LTE sim swapping, but admittedly, I haven't checked into the current state of affairs in 2014.
Apparently you can swap the SIM, but only if you are putting it in another Verizon LTE device. My bad. I assumed that Dave probably had an older "spare" phone lying around that would not be a 4G device. I also thought the SIM was locked to the device, but apparently it isn't. Here is a link.
