Even though I disagree with you, there would still be no shortage of qualified candidates seeking those jobs. The jobs were not the point, the ability of the state to recapture the obscene payouts was.
Only an idiot would think that when faced with confiscation they will not devise an alternative method or a locale of their payout....
Mitt Romney is a good example of moving money for tax purposes. But if they earn it here, tax it here and tax it at a high rate no matter in what form it is paid (stock options, etc.). Republicans will never let that happen.
