Is it just me, or is iTunes 12's Playlists a clusterf*ck?

I still don't understand why I cannot make a "playlist" for apps. And I still don't understand how Apple thinks it's a good thing that my computer can sync to my devices but my devices can't sync to my computer. That's about ass backwards.
