Ummmm, do you REALLY want to have the HOA scrutinize what you're doing? I would carefully read the Rules & Regulations you signed (and should have received a copy of) when you first moved in. If you're working within those guidelines, there shouldn't be a problem. Unless a cement truck will be delivering a large quantity of concrete (which would be quite noticeable), I would try to stay under the radar. If another homeowner makes a stink, then you might be forced into working with the HOA. Otherwise, decide what you want to do and go for it. The less the HOA is involved, the better. I've heard too many horror stories where one or two HOA members decides that their opinion is the best (and therefore the only) way to do something and, they can make your life hell if you don't want to go along with them.
