All the vehicles in the Volkswagen AG line (Audi, Bentley, Bugatti, Lamborghini, Porsche, SEAT, Škoda and Volkswagen) use multiple, linked ECUs to control various vehicle functions.
As Racer X noted, it's a proprietary system. BMW & Mercedes are very similar in this approach.
(All three of them also make it very difficult for non-dealers to provide replacement or duplicate electronic fobs/keys. In the Mid-Atlantic area, I have yet to find a 'locksmith' who can provide a 100% compatible VW unit. The engine disabler transponder is cited as the reason.)

It seems most of the Foseal clone OBD units listed can't handle all VW Group vehicles. The ZadaUS is a reported exception.
