Total BS, there is no such requirement for scrap.....
Total assumption on your part, many states have such requirements on scrap due to theft. Item that makes the news most often is copper scrap due to thieves stripping houses of wiring and plumbing. But The same thing happens with other metals. Documentable items like cars or scrap from a local manufacturer is one thing, random drop offs of other items is another.

P.S. That is why my town has a large bin for metal items at the transfer yard. Recyclers and scrap yards will take it and sort through because they have a documentable source - the town.
