You could get something like this from HD for < $5:
Slit it down the side, place around the lines & against the wall; then seal with caulking. It's adjustable, "Fits vent pipe: 1-1/4 in. 1-1/2 in. 2 in. or 3 in.".
They also sell similar flashing for walls too.
