What should I do with old iOS devices that are semi and non functional?

FS&FI - you'd be surprised what people here will take. But otherwise, you can take any Apple device to an Apple store and turn it in for recycling. They have a pretty reputable recycling program, so at least you won't be dumping lead and rare earth metals into the watershed.
