Can you fix a 4K TV to play everything as standard definition to save data?

I do t have a fixed amount of data but I do have multiple users and sometimes I don’t need 4K streaming. This is why I hook my tv up to a Mac Mini with hdmi. It allows me to set quality settings on most services.
