Interesting behavior of driver involved in car crash

Here is the unusual part. My neighbor asked the other driver if they were OK. The other driver totally ignored my neighbor ... The driver ignored my neighbor again.

I can think of a couple of reasons.
Perhaps there was a racial aspect involved.
