Kudos on starting fresh!
Few thoughts on iCloud: the free tier is mostly for syncing data. Paid options are for backing up devices.
Hard drive space on new computers is very fast, and expensive. So it makes sense to me, to pay for the convenience of automatic backups that do not clutter my hard drive.
Same with music. I synced my library to Music.app and when I got a new 128gb computer, I thought I would migrate the library to an external that I would connect when I needed the computer interface for music.
That day still has not come, and I have my music on any device I have, and it uses no expensive drive space.
At any rate, just have your photos and music folders available, and import from there. No migration needed.
Safari should be able to sync with the right settings (@settings/icloud).
