Yes, you'll need to install the new OS.
You can't migrate from Time Machine to a lesser version of the OS than was used to make the backup.
How do I update from El Capitan to High Sierra? I went to the Apple in the upper left corner and did software update but it's only updating some device thingies and a newer version of El Capitain.
