Data covers states that both require concealed permits and states that don't. Data shows the permit as no measurable effect on crimes.

As far as a license to own a firearm, no state has that. Only assault weapons are licensed

"Federal law requires assault weapons to be registered with the Bureau of Alcohol, Tobacco, Firearms & Explosives (ATF), and generally prohibits the transfer or possession of machine guns manufactured after May 19, 1986."
