The thinking being that they might:
- Be intending to stay after visa expires
- Work illegally to raise money (not permitted on a tourist visa)
- Become destitute and require financial assistance from the government
Additionally, where the tourists were entering the country from can be a red flag; is it a location where drugs and other contraband frequently enters from.
