Honestly, I have no idea when the XT replacement is going to be announced. However, I would say that as the proud owner of an XT, I cannot imagine what is going to come out that will significantly improve on them in the same price range. Now that the 30D has been announced, I would look at a 20D as they become more affordable, but more from the point of view of build quality than anything else. I use my XT to take all sorts of photos, from snapshots of my kids, to cityscapes, long exposures, photos of the kids where there is low light but I don't want to use the flash.... and it works brilliantly. Honestly, if I had the 20D would I take better photos? Unlikely. I would say that if you are thinking about it now, you should decide between the cameras now available in your price-range. Get the best deal, and enjoy. Next year's consumer dSLR will not be a quantum leap forward... (I guess)
