You are correct, it is against two CA codes at least, modification of exhaust system to increase noise level, and the basic CA db-level drive-by test enacted in the 1970's.
Don't ask me why no one gets stopped, or even ticketed.
According to some of my boneheaded Harley buddies, the reason they run straight pipes is a "Safety Issue" so folks can hear them and not change lanes and hit them on the freeway.
I tried to explain physics and sound to them but that is like trying to explain math to a cat.

Unless something reflects the sound to the direction they are traveling, it will not have the effect they want. My personal view is that it is ego, not safety.
