They don't get ticketed in NYC, despite the fact that they violate noise laws. It's really annoying.
Of course, no one has the cojones to ban car alarms here, even though they serve no purpose except to annoy the crap out of any people who have to listen to the noise (apparently it's never the owner who gets disturbed; although I don't know how you'd identify your car's alarm from blocks away, even if you could hear it, because various other car alarms sound just like yours).
