OT-Loud Harleys in CA. Why don't the cops stop them??

I was in an underground garage in West LA and I could not believe the pain I suffered with my ears ringing and head hurting for days when approximately 30 Harleys were starting up and pulling out. The sound had no where to go and just bounced around off the shiny walls. There were children with their parents waiting in line to pay for their parking.
Since that week I have become "painfully" aware of how inconsiderate some people are. They put out dangerous db levels no doubt about it.
